Feldman Y1 - 2000/04/30 UR - https://pm-research.com/content/6/1/7.abstract N2 - Federal legislation on electric power deregulation stalled in 1999, leaving merchant plant developers with major residual issues as to market size, fairness, and certainty of operation. Although merchant plant development has continued, helped by state deregulation and specific regional cooperation initiatives, federal gridlock over a protracted period of time will at least impede the extent of merchant plant growth and silently subject consumers to higher-cost and more erratic power systems. Merchant plant proponents should make a case for comprehensive federal deregulation based on what merchant plant development can do for a wide range of consumers and how the creation of a broad market in a stable regulatory environment can help achieve those benefits.
