Public–private partnerships (PPPs) provide an effective alternative to the traditional method of infrastructure provision. In this article, the author examines the challenges facing the implementation of PPPs in SSA and argues that the attractiveness of PPPs in SSA to international investors is linked to country-specific conditions. There are various “soft risks,” directly linked to these conditions that affect the success of PPPs.
